What a Vapor Barrier Does
A vapor barrier is a heavy liner on the ground (and up the walls, done right) that blocks moisture rising from the soil. It handles one moisture source: the earth. It is the most cost-effective single upgrade for a crawl space, and for mildly damp spaces it can be enough.
What Encapsulation Adds
Full encapsulation adds everything else: sealed vents, sealed gaps and penetrations, and a dehumidifier managing the air. That handles the other two moisture sources — humid outside air and bulk water — that a liner alone cannot touch. In DC's climate, with our brutal summers, those other sources are large.
When the Barrier Alone Is Enough
If your crawl space is only mildly damp, has no water entry, no mold, and your vents actually stay dry in summer (rare in DC, but it happens on high, breezy lots), a quality vapor barrier can be the right call. It is also a fine staged approach: barrier now, sealing and dehumidifier later.
When You Need the Full System
Mold on the joists, musty smells in the house, condensation on ducts, or humidity that stays high all summer — these mean the air itself is the problem, and a liner will not fix air.
